it seems to me that no one noticed this and this is really a bug, because it never occurred to anyone to break the city so that the enemy would not receive income, but in my last big game my opponent had to do so and we discovered it

The flames you see in a city when there's a unit in it? That's what we refer to as "under siege". If that's the case, Cloaks can't infiltrate cities under siege
(or shouldn't be able to)

This isn't a bug, but the Cloak stealing the potential income. I think it's to prevent/dissuade this sort of interaction. 😛
In this case, getting a Cloak to a city is usually a very difficult thing to do, so interactions like this work in the favor of the Cloak, to reward the player who used them
