I don't know if this is intentional but if aquarion researches fishing then they unlock the ability to move on deep ocean tiles, even amphibians without the "free diving" tech. I know in this screenshot I have both but just trust me that before I got free diving I was able to move my amphibians in deep ocean tiles.
