If you have mods and you load it shows up a content change restart required but you restart and it continues

This is actually a common occurence due to how steam downloads mods. Ignore the restart prompt, just let it sit while you wait a minute or two.
Then close and reopen.

You can press Escape to close the prompt and wait at the menu, then just quit and restart as normal.

It's a problem with the game's mod updating system, but mods themselves work fine.
