the atmosphere tiles are sky blue, vent gases, liquids, and produce oxygen, then ocean tiles that produce clean water

the main challenge could be managing your pollution levels so the atmosphere can remain breathable and safe to live in (perhaps a greenhouse gas heat effect?)

perhaps if the top tile of the atmosphere is CO2, the area near the surface directly underneath it has its temperature very slowly increased, proportional to the mass of CO2 in the tile above
