As Thibault stated in several interviews, lectures and videos, cheaters can only face cheaters and they can't see each other flagged signal of cheating.

I played a cheater (has the flag) on the yearly rapid arena, my streak is broken because of that, not that I care too much about it, but also the rating didn't get refunded?

  1. How was the cheater paired there?
  2. Why are the points not getting refunded?

you can always check https://lichess.org/appeal to make sure it's not the aforementioned possibility. But yes it sounds like what happens if someone is marked during your game with them.
