I have a Z Fold 4, playing on the outer screen, and in my games today the pieces have been SUPER unresponsive. I'll drag the piece and nothing happens, try to tap the piece then the square and still nothing happens. The last game I played, I had to try 2 or 3 times before any move would actually register, which obviously is killer on the clock. I also had multiple cases of dragging a piece and it landed on the wrong square while I still had my finger on the piece moving it. Very frustrating experience and I can't really justify playing and losing rating while this is happening.

in the app or on the mobile website? the app is currently in the process of being re-written. generally, it's recommended to use the mobile website if you're having any issues with the app. though if it started to happen suddenly today, it's quite likely it's something on your end that changed.
Yes, the app. Any idea what would have changed? I haven't changed any phone settings or installed any new apps or anything today.
hard to say. i guess it could just be some system app doing weird stuff in the background. or maybe some energy saver mode got activated. would definitely give restarting your phone a try if you haven't already.
