If somebody submits a PR with the flag theres a good chance it gets accepted if its not something objectionable

You can create an issue, but much more likely to be added if you are able to jump to making a PR, since then you don't need to hope someone comes by with both the time and interest to add it. For example that's how the transgender flag was added, https://github.com/lichess-org/lila/pull/11213

There are lots of other flags that don't represent countries, or even places.
