Potential Transport Speed Reforge Issues?

Details:

I have to clarify this completely to start that THIS WAS DONE TODAY WITH THE REFORGE EVENT ACTIVE. As far as I'm aware the /10 reforge only applies to items that are not considered a commerce reforge (As it should have its own reforge, "Transport Speed (Commerce Enhancement Outfit)".

This was done with reforges today. If I'm somehow wrong and it's possible to roll the worse version of Transport Speed in spite of there being a newer one specifically appliable to outfits like this, please forgive me (Best if that's a CM or something, so I know it's sourced). It's that by rolling the /10 version instead, and obviously not going past it like it could either, makes me think it pulled the /10 variant with a /10 limit.

not sure if this will help but i have a commerce outfit (g15 portia) that lists it as 17/10

I am aware that commerce outfits should break by, but I'm also aware they added a specific outfit reforge after the changes to reforges back then.

It's the fact I rolled a 9/10 that makes me unsure if I just rolled terribly or if it just treated it like a non-commerce outfit.

Additionally when I was posting it in general chat it seemed like people thought I didn't do the reforge today despite stating as such which sounds more to me like it shouldn't be able to today.

I rolled a 19/10 years ago on william prep years ago, and 19/10 and 15/10 2 days ago on (G15) w/ Commerce tool (which, btw, doesn't work on William/Brielle). If you check the available attributes list in the reforge preview, it does list /20 though, so it'd be nice if they unified that

the /20 one has different text which is why my confusion. And it even applies with that text.
