#Display Cooldowns, Loading Times, and Time Shift Availability in all Skill Descriptions

Well this doesn't really need a description...

But you know, pretty much every skill has either a cooldown or a casting/loading time, sometimes even both. But it seems fairly inconsistent right now - some skills display this information in their descriptions while others don't!

At the same time, it would also be nice if a skill told you if Time Shift could not be used on it.

(I'm only suggesting base cooldowns/loading times here, but if it could be made proactive and show active Cooldown/loading time effects in the skill window, that'd be nice too bcaApprovingNod )

Honestly any transparency like all the descriptions in the AS/DD post say "this skill will use a specific amount of stamina" cool what is that specific amount

resource cost, cooldown time, cast time, base and scaled dmg would be cool too. I'd also really like to see the damage formulas written in game somewhere, maybe not in the skill window but perhaps talking to stewart in the dunbarton school could teach you what your current multipliers are? It would be a really cool integration.
