You can only get 1500 of each color per week. You can get blue from repeatable quests (like all the daily quests that give adventurer seals), but a faster way would be through turning in fomor scrolls. By the Dunby moongate, there's a quest board that contains all of the fomor scroll quests available in the game, so you can simply search that for whatever scrolls you have. Stardust quests also count for it, iirc.

If you've already hit the 1500 for that color this week, yea. It'll reset after maintenance tomorrow.
