You can't pick Public and Opening Soon tags, it doesn't make sense. You either are public (and open for players) or opening soon.

If it's public then you aren't "opening soon"

#

Public here means the server is running and everyone can join

#

Opening Soon means the server has a password, is hidden from everyone or similiar - but you will remove these restrictions soon
