Yes. If there's evidence of being allied/treating everyone different than a subsect of the population, I'd say often that falls into exceeding group limit. It can be difficult sometimes though from the player perspective to determine that but we'd gladly look into anything for you. I'm guessing you've already put in a report. Providing as much information for us to get going helps a lot but we'll try our best to see if anything fishy is going on
Just highly recommend, as you may have seen above, to never accuse in chat. Doing that can prompt players to further hide their rulebreaking obviously
