Alright just to double check go to your Steam.exe file. By default it is in C:\Program Files (x86)\Steam. You should also be able to find GameOverlayUI.exe in the same file. Right click on both of those select compatibility and ensure both boxes sayin "run this program as administrator" are checked? Let me know if they are and it still does not work
