Alright Rust is using Easy Anti Cheat (EAC) the alt has got a Valve Anti Cheat (VAC) ban so it means the cheat he used in his alt is not on rust, and he told you he cheated and has tons of banned alts because you have spammed his pms in-game and discord telling him you think he is cheating, and you reported him
Your report got looked into and it has already been answered. If you still think he is cheating F7 report him to be scanned by the devs
