Basically:
You can do /masteries -> Mastery Tools (pickaxe icon) to see information on when you get the tools. They all have a requirement, like for the Super Pickaxe you need to have 6 mining masteries on T1 or higher.
In /mcraft -> View Recipes (book icon) you can find the recipes. They are under the ‘Tools’ section (might be the chest icon? I’m not online to check and writing from memory). The Super Pickaxe, again as example, you make by surrounding a netherite pickaxe (no enchants no rename) with 8 stacks of ingots.
This tool will say ‘Next Rebirth: 0/XXXX blocks/logs/kills/etc’. You need to fill this bar by using the tool. In /rebirth you also have some tasks, after you fill the meter you have to complete those.
When you did that, your tool automatically rebirths. It won’t completely reset. Only the ‘Next Rebirth’ bar will (to a much lower number after the first rebirth, since for the first rebirth you also need to do all enchantment upgrades first), and after that you have to complete new, harder tasks for the next rebirth. So you keep the level of the enchantment that Mastery tool levels up
