Add a "✅ Solved" tag to #rust-help-forum

way in the early days we asked people to close their threads manually when their problem was solved, and the problem was that OP would regularly forget to do so. people would later react to the OP with a ✅ if they thought an issue was solved, but that too didn't persist for too long

I've had a brief look and I see two possibilities right now:

• add a tag "✅ Solved" at the beginning of the tag list, nudging OP towards picking it when their problem is resolved
• add ✅ as a default reaction that anyone could click to show "hey i think this is resolved"
  but i worry that neither option would significantly improve the current situation. what are your thoughts on the matter?

well, we can try it. i'd personally prefer if people closed their threads instead, but that solution is clearly too difficult to discover

alternatively we could make it so that @stuck herald posts an info message after a thread is created with the reminder that "hey, if your question is answered, close the thread by clicking this button <screenshot>"
