with a short question.
we have the problem that normale monster can spawn but we get no animals.
we checked the worlduard flags, and used /acid settings and /ai settings
in both settings is animal spawn aktiv

You could try adding this plugin
it will report in console / op-chat which mob prevented entity to spawn

Not really but i believe we found the reason.
We have the addon bioms too but its not active because we plan this for our next bigger update 😂.
So the whole world has the warm ocean biom and i believe the only what we can get there are Monster and dolphins 😅😅.
The plugin showed us only a message if an entity died and which plugin killt it or which player
