BentoBox does not manage monster spawning. Their spawning is fully operated by server or other plugins

#

BentoBox has visitor protection flags. One of the flags are that prevents entities to target visitors

#

you can disable it /[admin_cmd] settings by searching visitor flag, and toggling options you do not want to be disabled
