Only few people are using tesla tanks since 0.9.0.5, plus Soviet lacks of a vehicle with decent anti-infantry ability. (well, except for terror drones)
The damage is fine, but it may need a larger splash radius.

Diversity in the roster is always better. Tesla tank should have some decent anti-infantry + we shouldn't be encouraging V3 mono-comp abuse
