i mean as of right now, they only really have a cosmetic function, but a way to give them a purpose is to maybe improve the chance or the reward for resupply if you're choosing your own district. and honestly it would be great if there were maybe other ways to improve your chances at winning a resupply as opposed to it being a flat chance that's near impossible to win at higher levels, like maybe common fren also providing a 5% bonus chance or something.
