your finding it as if your mean is 12000
but you want between 9000 and 12000

You probably have a table of the cumulative distribution function (oftenly noted $\phi$) in annex with the specific value $z_1$ and $z_2$. Then your proportion is only the difference : $\phi(z_2) - \phi(z_1)$. Otherwise I don't see how you can compute it simply...
