It is telling you that somebody originally expressed the resistance setting r as a function of the wave height h (something like  r = f(h) ). They have already inverted that original formula for you so that the variable you actually need (h) is now on the left hand side

because the inversion has already been done you do not have to find another inverse

just plug the required value of r straight into this h(r) expression
