where i work, management often uses the word recovery ratios a lot. sometimes they use the formula new recoveries/ old recoveries (based on monthly / yearly bases) and sometimes they use the percent difference : new-old/old. whats the difference , when to use one and when the other ?

Those are just fractions. You use the one that you want.
