m∠ means angle. So if it's m∠4 it's the angle 4 on the picture. So yeah, that's it. Let's solve the first one, it says m∠4 ___ m∠2. Angle 4 clearly looks greater than angle 2 so it's >. Yeah so basically just look at the picture and u can clearly see which one is longer or greater than the other one (sorry for bad english tried my best to explain)
