I think here you'd assume that it's implying that the ratio of the first to the second is 1:2

not just "2 x bigger". Ratios compare two things. 1:2 means there is one of every of the first object for every two of the second object.
Ratios consider two objects
here's an example
In my home, women outnumber men "two to one" (written 2:1)
the 2 in 2:1 refers to the first object I mentioned (women) and the 1 refers to the second object (men)
So what I am saying, is that for every two women in my house, there is one man
