for example, if the prison have 100 people 75%=mother, 25%=none mother that means 75 person is mother, 25 person is none mother, so the first one i pick is 25/100 , why the second i choose no become 24/99 ?

You are correct.
There are probabilities with replacement that are resolved:
p*p*p... = p^n
and without replacement, as is in this case, that are resolved as you propose:
P(A)*P(B|A)*P(C|B|A)...
But they can be approximated to one with replacement if the sample is very small with respect to the total.
