since the line is perpendicular to x-axis, it makes it parallel to the y-axis which means that the co-ordinates would be (x,y) = (6,0)

now you have (x,y) as (6,0) and x(x1,y1) as (-3,8)

get the slope with these two points and substitute it in the point slop form you'll get the euation
