Anything to the power of zero is 1, so just turn the 64 into a 1.
4^-3 / 4^x =1
We don’t really care about what 4^-3 is, all we care about is how can we turn it into 1. By dividing it by itself
Making x = -3
The fraction to the right is 1/(1/27)
To divide fractions, you flip the right hand side and multiply
Then it is -27 and the teacher is wrong
