i've heard that the ans is 3 itself, but why?

Just plug in x=0
for some reason I saw the y intercept and thought "this is the maximum of the quadratic" 
so if i ever were to find c you would just need to plug in the coordination of the y intercept?

well the roots are 2 and 6
So the point of symmetry is 4
So so far that's a(x-4)^2 + k
which expands as a(x^2 - 8x + 16 + k)
16 + k = 3/a cus we knkw constant term is 3
a(x^2 - 8x + 3/a)
we also know from the roots the quadratic is a(x - 2)(x - 6)
what does a significies here

So yeah equation is 1/4x^2 - 2x + 3
didn't really need to use the stuff about symmetry here
