What they did is basically $\frac{\frac{1}{16}}{1}\cdot\frac{\frac{3}{1}}{1}\cdot\frac{1}{9}= \frac{\frac{1}{16}\cdot3\cdot1}{9}$, but you will get the same solution if you did $\frac{1}{16}\cdot\frac{3}{1}\cdot\frac{1}{9}$

1/16 is already a fraction so you can put the 16 into the denominator.
So we have 1* 3 * 1 / 16 * 9 and now we can just divide the 9 with the 3 and we get 1/16*3=1/48
