It's kinda geometric question that asks what is the shortest distance between 2+3i and thar circle with radius 9. So maybe u can just treat it as a geometric question and solve it by using curves and figures

It's equivalently asking to calculate the distance between 2+3i and 5+7i and then minus 9 (or take the absolute value) if 2+3i is in the interior of that circle(the one with radius 9).
