It's just a logic question at this point, as you could use widely varying methods to solve this.
How would someone go about solving it

we have to assume each worker is working at the same rate and that the rate is always constant
which means 1 worker will take (14.5 x 6) days to finish this job. if there's 13 workers, the work will finish 13 times faster, because there's 13 workers each working as fast as that 1 worker, so (14.5 x 6)/13 = 6.692307... days < 7 days
