I'm in analysis, and even we barely use complex analysis. Grad intro complex analysis classes are usually just the undergrad class plus extra stuff at the end, etc.
The only people who I can see really benefitting from this are number theory people, and MAYBE a bit in alg geo?

I think complex analysis is pretty widespread. Like it's not a subject such that if you don't know it you're missing tools for your research, but I feel it's kind of a subject where... let's say you do PDE, morally you probably should have a broad basis in analysis. Missing complex analysis is a hole. Same for number theory, some people can definitely dodge it, but should you?
Now to be fair
I don't think complex analysis classes as taught focus on the right stuff
Tons of residue and contour integral computations are a bit dumb
Meanwhile, the languages of homology and homotopy are literally everywhere in math (including in a ton of analysis) and imo anyone who aims to work in pure math should at least see how they work at an introductory level, because they're informative ideas whether or not they directly show up

See what I wrote above. UCalifornia requires students to have a certain set of classes, which aren’t all offered to out-of-state/low income classes. However, if you scored high enough on the SAT/ACT, you could be exempted. This is now no longer possible.

there is lobbying for this yes, because of ridiculous liberal ideology mostly around the idea that certain groups of people are harmed by high standards so the solution is to lower standards rather than to push people harder
This seems to partially stem from a desire for complete equality of outcome (a silly concept) and partially for funding reasons
they want equality of outcome, it's awful
this happens often with other issues too

I think there's also an element of "school education looks bad because math scores are low -> remove math so education looks better" when the solution should be to improve math education to less privileged students

there was a huge push to abolish the gifted program I went to for elementary and middle school precisely for this reason, that it caters towards the best students and the best students need to be taken down a peg because having high outcomes is bad
