So I have every permission on my Server through CloudNet perms. And I also have op. Everything works, I can spawn mobs, place blocks and everything, but I am unable to place any Entities like boats or lores on an unowed or untrusted plot as an Admin. Also I can't place them on the road.

Only with plot flags but for OP user currently not.
You can give your self the permission: plots.admin.interact.unowned
For allow place boats/lores
