It feels like she often gets stuck in some kind of feedback loop where she's trying to follow multiple people and will end up just going towards the last person to join the game, or get stuck just constantly searching for and delivering gifts to players.

She follows a friend of mine who has never interacted with her a single time anytime they join the game, so it's definitely not this. I'd been playing for a while and already had Virginia following me regularly, gave her both guns, the gps, and a dress. Friend joined the server and she immediately left me to go follow them.
