in which app do u code? like for example i use jupyter so i just use !pip install opencv in the notebook itself... u can try doing that in whatever app u use
instead of the command prompt
u can launch jupyter notebook by downloading anaconda navigator

Nvm I think I downloaded opencv-python and opencv-python-headless
