You're giving net_changes an argument of data['year'], but the code in the function thinks it has access to data.
Since it's not a dict, it doesn't have the .values() method.

Assuming you wrote the code in net_changes, you should know what data you're expecting to use. Always helps to just spam prints in a function to make sure what the function has actually meets your expectations
