like, what actually is "from scratch"
whatever language you write in, someone wrote the compiler/interpreter for that language that you're using to run the code

the only way to actually write software from scratch would be to write in machine code for whatever architecture you want it to run on, which would be painful very very hard

generally if you distribute code you'll include a license with it, which is a legal document specifying what people are allowed to do with it

a lot of code is licensed under very permissive conditions, like "do whatever you want as long as this license is included with any distribution of the code"

or sometimes literally "do whatever you want with no conditions", like CC0 or Unlicense or the Do What The Fuck You Want To Public License

there are also "copyleft" licenses which give you a lot of freedoms, but require that software derived from the thing that's copyleft-licensed must also have that license on it (or sometimes they're explicitly compatible, "license derivative works under this license or this other copyleft license"), which is used by people who do not want their stuff used in proprietary software (which does not give you lots of freedoms to do whatever you want)

and then there are also licenses that restrict things a lot like what a lot of companies do, with terms like "do not distribute the software", "do not modify the software", and "do not reverse-engineer the software"

companies generally don't like copyleft because they don't want their users to have the freedom to distribute/mess with/etc. their software (because then it's quite hard to get money out of the users), but there aren't usually that many problems with using well-established permissively-licensed non-copyleft code
