The thing is that pipenv is typically used for "living" projects, basically, not pip-installable packages but stuff like Discord bots or Django apps. It abstracts the whole write a requirements.txt file, create a venv, make sure nothing breaks process.
Emphasis is placed on the last one as pipenv automatically resolves version conflicts between dependencies, as well as making sure that you're installing the same version every time unless you specifically upgrade packages

I personally recommend the WSL option, as it gives you a whole linux system installed and integrated into windows.

You need to somehow get the charAt(1) for the second character, charAt(2) for the third character, ... and so on
incrementing zero and using that to index the next character is what i guess you should be doing.
or you can use whatever is the JS equivalent of
