If streaming were to overtake the market, all devices would mainly need is a sufficient GPU. This is already doable by even the cheapest devices. The Raspberry Pi 3 B+ can output 1080p. Not sure if it could actually do something like Project Stream, but you get what I mean: the trend is that soon enough, you could get a $30 device that could probably pull it off.
So, with the cost of hardware pushed to the streaming service, there is likely to be less incentive for consumer hardware to actually be able to run games, etc.
