2. You shouldn't need to explicitly have a rule about sending malware to people. If people are infecting people deliberately in that fashion, that's a deliberately injurious action.
3. Rules against unsolicited advertising is fine. Outright banning links even when it's a part of what would otherwise be acceptable conversational exchange, then that's an administrative overinvolvement. This server, for instance, auto-removes invite links and has a whitelist of ones it doesn't. That's one option.
4. People are going to annoy other people. Policing that shouldn't be your concern except where it becomes a matter of it being harrassment. A stated opposition to a toxic culture is sufficient instead of having a specific rule against it.
5. M could be capitalised. A fully-worded "Please don't send unsolicited advertisements to other server members." would be better. You're doubling up a little with #3.
