Do AI decks have more than 4 copies?

I just started a new game and came across a Wild Rat. While playing the AI cast their 5th Plague Rats of the game. Is the AI supposed to have more than 4 copies? I am pretty sure Plague Rats doesn't carry the 'Relentless Rats' rule?

I think those might use generated lists, which tends to exceed normal deck limits if there's not enough cards in whatever category.
