Hakbal & merrow commerce

[tired cave]

While playing a commander game, i had hakbal of the surging soul on the board and merrow commerce.
my understanding at the beginning of combat all merfolk CREATURES explore, but when i moved to combat it had merrow commerce also exploring and got 2 1/1 counters.
