Jenova Ancient Calamity bug: "up to 1 one other" is treated as "one other"

I was doing a Final Fantasy draft at the inn and while resolving her triggered ability, I was always forced to give another creature +1/+1 counters. At times where I had only her on board, I wasn't able to give zero creatures counters and was forced to give my opponent's creatures the counters.
