Inquisitor Eisenhorn creates a 4/4 Token Legendary Creature with Flying when it deals combat damage. Forge makes you remove one if there is already one on the battlefield. I believe this isn't supposed to happen.

May I ask you what makes you think that shouldn't happen? Have you got something that allows you to ignore the legend rule?
704.5j If a player controls two or more legendary permanents with the same name, that player chooses one of them, and the rest are put into their owners’ graveyards. This is called the “legend rule.”
