Forge doesn't open anymore. Windows says it can't access the file or I don't have the "proper" authorisations
was working fine with v.1.6.55

I don't know what that error message says since its not in language I know

But I doubt forge log would be created if Windows is preventing it from opening

My user is admin, I granted R-W-X to the folder to authenticated users, and still, this Windows won't open the file

One thing I noticed is your pictured error message shows C:\Downloads\forge... , this is a normal path, probably run as administrator, etc.
.
Your latest image is from a user-path, in particular C:\Users\<username>\Downloads , a typical path browsers use to download things. While you can directly run things from here, if it's more permanent I'd move it somewhere else.

So it could be an issue with non-admin user vs admin and you thought it was running from somewhere else?

It might also help to rename that first path to avoid future confusion, e.g. from C:\Downloads\ to C:\bin\ , then you'll know right away that this is not your user-specific browser download path
