Fury and Voyager Staff (Evoke ETB trigger)

Evoke says “When this permanent enters the battlefield, if its evoke cost was paid, its controller sacrifices it.” (702.74a)
This trigger goes onto the stack and can be responded to - say with [[Voyager Staff]]
But when [[Fury]] is exiled with Voyager Staff, it comes back into play and the evoke ETB trigger will occur again. This also happens if Fury was cast without using the evoke mode.
I believe this should not happen in either case.
