That card you are looking at is from SCD which is a different set than C17

Creating a commander deck is kinda a pain on the desktop version of Forge. Personally, for me the easiest way to create a commander deck is to click the "change deck" button on one of the already existing decks. highlighted here

Also would recommend enabling "automatically download latest card images" in the settings to get the latest images 🙂
