正在 = right at the moment, emphasize the time being. use it to answer questiones that need to be exact. ex: 两点钟，我正在跑步。

正在 means you're currently doing sth.
在 means you're existing of sth.
在 can usually be the shorten version of 正在 like:
我正在吃饭 and 我在吃饭 means basically almost the same thing the only difference is that with just 在 you dont indicate when things are happening, but we know anyways.
So 正在 is like "you at sth atm"
but 在 is just "you at sth"
