#is the sentence 我是没想起来 grammatically correct ?

pretty much what the title says,

if the sentence is correct what is the usage of 是 in it , I tried to read the allsetlearning and wikitionary for it but didn't find any satisfying answer.
if the sentence isn't grammatically correct, what would be the grammatically correct answer ?

I asked a Chinese native for the meaning and they said the meaning is "I didn't remember that".
